On August 29, 2025, the National Defense Medical University (NDMU) officially signed an academic cooperation memorandum of understanding (MOU) with the University of Oxford. The signing ceremony was led by Major General Tsai Jian-Song, Director of the Military Medical Bureau of the Ministry of National Defense, who also led a delegation to visit Oxford’s cutting-edge laboratories and engage in research discussions and experience exchanges with Oxford’s research teams. This marks a new milestone in the exchange between Taiwan and the United Kingdom in the fields of military medicine, clinical healthcare, and academic research.

In order to enhance medical exchange, Major General Tsai, accompanied by delegation members—including Major General Chen Yuan-Hao, Director of the Tri-Service General Hospital, Major General Lin Zhi-Yuan, President of the National Defense Medical University, and Professor Li Jun-Tai, Dean of the School of Medicine—traveled to Oxford. Professor Li Jun-Tai signed the "Academic Cooperation MOU between the National Defense Medical University School of Medicine and the University of Oxford Radcliffe Medical School." This marks the first international academic cooperation MOU signed by the National Defense Medical University after its renaming.

The delegation first visited the Oncology Department at the University of Oxford to explore its state-of-the-art laboratory facilities and research achievements. They were also briefed on the university's educational programs, graduate and doctoral courses, and student counseling mechanisms. After the signing ceremony, Major General Tsai was invited to deliver a speech, sharing the successful medical outcomes of the Tri-Service General Hospital’s ventricular assist device (VAD) treatment for cardiogenic shock, showcasing the hospital’s excellence in the field of ventricular assist therapy.

The delegation had in-depth interactions with the Oxford cardiology research team, exchanging experiences and insights, which laid a solid foundation for future academic and clinical collaboration between the two countries in the field of cardiology. Additionally, the delegation visited Imperial College London to continue academic exchanges and promote further international cooperation between Taiwan and the United Kingdom in the medical academic field, strengthening national defense healthcare capabilities.
